About the Role
As part of the establishment and structuring of a subsidiary in France, we are looking for a hands-on and detail-oriented Project Buyer to join our Procurement Department. Reporting to the Project Control Manager, the Project Buyer supports the success of our Data Center projects on large-scale industrial sites, taking primary accountability for the procurement actions required at each stage of the programme – from lot preparation and contract award through to project handover.
The quality and accuracy of the Project Buyer's deliverables are key to completing projects on Quality, Cost and Time. This role requires a hands-on mindset and the ability to operate in a build-up environment, contributing to the structuring of processes, tools, and local teams in France.
Key Responsibilities
Tender Preparation & Package Management
• Prepare the tender for selected packages.
• Set up the tender package, including an administrative part ensuring compliance with Health and Safety regulations, a technical part in coordination with the relevant OME department (reviewing requisitions and clarifying with requesters as needed), and a contractual part.
Contract & Subcontract Management
• Draw up, negotiate, and propose contracts for signature in line with the delegation of signature process.
• Support sub-contract development and execution.
• Communicate with vendors and subcontractors on the status of outstanding orders and address any discrepancies in quality or quantity.
Procurement Database & Performance
• Maintain and accurately update information in the procurement database.
• Deliver against the productivity objectives set by the Procurement Manager in terms of technical gains, competition, and negotiation.
Team Spirit
• Promote best practices and continuous improvement initiatives.
• Contribute to a collaborative, high-performance, and client-focused project culture.
HSE Leadership & Compliance
• Respect the processes and practices of CTS Europe France.
• Apply the CTS Europe France HSE policy and, more broadly, the French Labor Code, in all missions.
Authorities
• Full responsibility for buying services and goods at the best achievable conditions on the Project.
• Preparation of files and cases at the highest quality to enable efficient and quick decision-making.
Required Skills and Experience
• Business school or university degree in economics or management.
• At least 8+ years of related experience in procurement and purchasing missions.
• Knowledge of EPC and/or Design & Build contracts.
• Experience in data center or critical facility projects as a Project Buyer.
• Proven ability to coordinate with clients, contractors, and project stakeholders.
• Knowledge of complex project life cycles and of global regulations applied in the industry.
• Knowledge of project software and document management; writing and presentation skills appreciated.
• Fluency in French and English is required (native or professional working proficiency).
• Strategic, proactive, and solution-oriented, with strong organizational and time management skills.
• Meticulous attention to accuracy and compliance.
• Flexible and motivated, comfortable operating in an environment where processes and reference frameworks are being adapted to the French context.
