Lead commissioning on a major data centre project in Seinäjoki, guiding multidisciplinary teams through safe energisation, integrated testing and operational handover.
We are looking for an experienced commissioning professional to lead the overall commissioning programme on a major data centre project in Seinäjoki, ensuring coordinated delivery from design and construction readiness through integrated systems testing, final handover, and transition to operations.
Role Purpose
The Commissioning Manager leads all project commissioning activities, including mechanical, electrical, controls and integration. The role aligns contractors, vendors and client stakeholders and ensures safe delivery from design review through Levels 0–5, final acceptance and operational handover.
Key Responsibilities
Commissioning Strategy & Leadership
Own the commissioning strategy, execution plan, team structure, system boundaries, tagging process and governance.
Lead, manage and coordinate the mechanical, electrical, controls and integrated commissioning teams, setting clear responsibilities, priorities and performance expectations.
Act as the primary commissioning interface with project management, construction, design, QA/QC, HSE, planning, commercial, client and operational teams.
Chair daily coordination, weekly management, readiness, integration and handover meetings. Record and close decisions, actions and constraints.
Programme, Planning & Readiness
Develop and maintain the integrated commissioning programme, linking construction completion, vendor activities, energisation, system start-up, functional testing, IST and handover milestones.
Maintain the commissioning resource plan, tracking personnel, vendors, temporary requirements, permits and test equipment against the programme.
Lead readiness reviews and confirm construction, QA/QC records, permits, access, ownership, isolations, temporary requirements and vendor attendance before energisation or testing.
Monitor progress, forecast constraints and implement recovery plans where commissioning milestones are at risk.
Technical Governance & Quality
Oversee commissioning input to design reviews, technical submittals, RFIs, RAMS, inspection and test plans, test scripts, switching procedures and vendor documentation.
Ensure test procedures and acceptance criteria comply with contract requirements, approved design, manufacturer guidance, Finnish and European standards and industry best practice.
Provide governance for factory witness testing, site acceptance testing, energisation, functional performance testing and integrated systems testing.
Track defects, non-conformances, punch-list items and technical risks to agreed closure dates, supported by weekly ageing reviews and completion evidence.
Integration, Testing & Handover
Own the Level 0 to Level 5 commissioning process across CFCI and OFCI systems, including mechanical, electrical, BMS, EPMS, life-safety and specialist vendor interfaces.
Own project LOTO and area-control permits for commissioned and energised systems, including access, boundaries, authorised personnel and transfer of control.
Lead the development, approval and execution of the integrated systems testing plan, scenarios, scripts, safety controls and final reports.
Coordinate beneficial-use areas, phased turnover, client witnessing, demonstrations, operator training and transition to operations.
Ensure turnover packs, commissioning records, certificates, red-line drawings, O&M information and final dossiers are complete and accepted at each stage.
Reporting & Stakeholder Management
Support control of commissioning expenditure across direct labour, subcontractors, specialist vendors, temporary plant, test equipment, material requirements and variations, working with the commercial team to identify forecast changes and protect the approved budget.
Report weekly and monthly on WBS progress, readiness, resources, lookaheads, risks, defects, late deliveries, recovery actions and key decisions.
Maintain effective relationships with the client, contractors and vendors and resolve interface issues before they affect safety, quality or programme.
Maintain consistent use of EIDA, SharePoint and other project platforms for commissioning schedules, tagging, test evidence, approvals, defects, turnover status and management reporting.
Qualifications & Experience
Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related technical discipline, or an equivalent recognised professional or trade qualification supported by relevant commissioning leadership experience.
At least five years’ experience in a Commissioning Manager role on large-scale data centre, mission-critical, industrial or similarly complex projects, or demonstrable equivalent experience supported by broader commissioning leadership responsibility.
Proven experience managing multidisciplinary commissioning teams and contractor and vendor delivery, supported by extensive commissioning knowledge of the mechanical, electrical, controls and life-safety systems typically installed on data centre projects.
Strong knowledge of commissioning Levels 0–5, including digital completion controls, energisation, functional testing, IST, turnover and operational handover.
Thorough understanding of Finnish and European regulations, codes, standards, safety requirements and accepted commissioning practice.
Excellent leadership, planning, decision-making, communication and stakeholder-management skills.
Ability to produce high-quality management reports, presentations, programmes, risk assessments and technical documentation.
