HSE Country Manager, Finland
HSE Country Manager for CTS Nordics Oy. Lead and oversee all project HSE teams, drive strategy, compliance, and culture across multiple data center construction projects nationwide.
CTS Nordics Oy is seeking a highly experienced HSE Country Manager to lead and oversee Health, Safety and Environmental (HSE) performance across all data center construction projects in Finland. This is a senior leadership role based in the Helsinki office, with overall responsibility for setting HSE strategy, managing project HSE teams, and ensuring compliance with Finnish legislation, client requirements, and CTS Group standards.
The HSE Country Manager will manage multiple site-based teams, providing guidance, oversight, and continuous improvement across the Finnish project portfolio.
Key Responsibilities
HSE Leadership & Strategy. Define and implement HSE strategy across all projects in Finland; ensure compliance with Finnish occupational safety, health, and environmental legislation; promote a proactive HSE culture at all levels of the organization.
Team Management & Development. Lead, mentor, and develop HSE teams on all Finnish projects; establish objectives, KPIs, and performance monitoring for project HSE teams; ensure adequate resourcing and competence across all sites.
Compliance & Governance. Oversee audits, inspections, reporting, and regulatory interactions across projects; act as the senior HSE point of contact for the client and authorities; monitor trends and lead continuous improvement initiatives.
Risk & Incident Management. Review and approve project HSE risk assessments, RAMS, and permits-to-work; lead investigations into significant incidents and ensure corrective actions are implemented; provide guidance on mitigation of high-risk activities across multiple sites.
Stakeholder Collaboration. Collaborate with Project Directors, Construction Managers, and Functional Leaders; support project planning and decision-making with HSE input; represent CTS Group HSE externally to clients, regulators, and industry partners.
Qualifications & Experience
Degree or professional qualification in Health, Safety, Environmental Management, or Engineering
Minimum 10 years' experience in construction or industrial HSE, with at least 5 years in a senior management role
Proven experience managing multi-site HSE teams
Strong knowledge of Finnish HSE legislation, ISO 45001, ISO 14001, and industry best practices
Experience in data center, industrial, or mission-critical construction projects is highly desirable
Excellent leadership, communication, and stakeholder management skills
Fluent English required; Finnish language skills are an advantage
